Bay Appraisal & Environmental, Inc. (BAE) was founded by Shane Billings in February 2006 to provide environmental consulting and residential property appraisal services. BAE's staff consists of Environmental Scientists, Florida licensed Professional Geologists (PG) and State certified Residential Property Appraisers that are FHA approved. Through our affiliations, we are also able to provide Professional Engineering services to our clients when required. Our Environmental Professionals have extensive industry experience ranging from 17 years to 33 years.
BAE is based in Tampa, Florida with a satellite office in Palatka, Florida. We provide environmental consulting services to the entire state of Florida and the southeastern U.S. Our residential appraisal services are provided in Hillsborough, Pinellas, Pasco, Polk and Manatee counties. Our clients consist of commercial & residential property lenders, developers, lawyers, contractors, manufacturers, the automotive service industry, and individual property owners and investors. BAE also routinely provides Phase I Environmental Site Assessment services as a subcontractor to our competitors, reflecting the trust and respect for our quality of work.
Prior to forming BAE, Mr. Billings worked over 10 years with a mid-sized Tampa based environmental consulting firm. From 1997 through 2006, he served as the manager of the environmental site assessment division of that company and was responsible for numerous projects, many with budgets approaching and exceeding $1,000,000. Mr. Billings has always maintained an unwavering committment to provide superior customer service, which inspired his desire to form BAE. We understand that the success of our clients leads to our success as the majority of our business is derived from client referrals. Our client retainage is a direct result of our honest, responsive, personalized service and efficient communication.
BAE carries comprehensive environmental insurance including $1,000,000 coverage each for general liability, automobile liability, professional liability, and incidental pollution liability. BAE is willing to obtain higher amounts of coverage on a project by project basis. BAE also maintains a $300,000 Errors & Omissions Liability Insurance Policy for our appraisal division. Copies of our insurance certificates are available upon request.

Meet our Environmental Staff
Shane Billings, Senior Environmental Scientist - President
Mr. Billings is an Indiana University graduate and has worked in the environmental industry in Tampa since 1994. He is a member of the Florida Brownfields Association, the National Association of Environmental Professionals, and the Tampa Bay Association of Environmental Professionals. He has managed over 1,000 environmental projects associated with site assessments and remediation of industrial, commercial and vacant properties during his 17 year career. Mr. Billings has extensive experience conducting Phase I/II Environmental Site Assessments, NEPA assessments, and Contamination Assessments at petroleum sites, dry cleaners and historical landfills. Experience includes supervision of monitor well installations, soil and groundwater sample collection and aquifer analysis, soil and water quality data analysis, methane testing, and preparation of Contamination Assessment reports, Monitoring Plans and Director’s Authorization Permit Applications related to landfills in Hillsborough County. Mr. Billings has conducted Initial Remedial Action and Storage Tank Closure Assessments in Florida and Georgia. Mr. Billings regularly attends numerous continuing education seminars at the annual Florida Brownfield’s Conferences & Florida Remediation Conferences. He is also a certified Asbestos Survey & Mechanical Inspector (Cert. #12891). He earned his B.S. in Environmental Science at Indiana University in December 1992.
Kenneth Jones, P.G. - Professional Geologist
Mr. Jones, a graduate of the University of South Florida, has over 33 years of experience in hydrogeologic and environmental consulting and is knowledgeable in all aspects of Florida geology and groundwater analysis. He has extensive experience in groundwater flow and solute transport modeling to determine contaminant migration, duration and efficiency of pumping systems, and drawdown impacts; and data analysis and interpretation. Mr. Jones environmental experience includes the performance of Contamination Assessments, Remedial Action Plans, environmental site assessments, and site remediation. He has engaged in hydrogeologic investigations, supervision of exploratory drilling, well site stratigraphic analysis and well design, and all phases of water supply investigations. Mr. Jones is a Certified Professional Geologist in the State of Florida (Certificate No. PG00247) and a member of the Florida Association of Professional Geologists (FAPG). He is also certified by the American Institute of Professional Geologists (Certificate No. 7296). Mr. Jones is a member of the Florida Section of the American Water Resources Association (AWRA) and the Association of Ground Water Scientists and Engineers, a division of the National Water Well Association. He earned his B.A. in Geology at the University of South Florida in December 1975.
Andrew Long, P.G. - Professional Geologist
Mr. Long, a graduate of Boston University, has over 22 years of environmental consulting experience conducting soil & groundwater contaminant investigations throughout the United States. Since November 1993, he has lived in Tampa, Florida and worked extensively throughout the State in addition to numerous southeastern and western states. Previously, Mr. Long resided in southern New Jersey and operated in a service area that extended from New Hampshire to North Carolina.
Mr. Long has managed numerous Site Assessments conducted in Florida for both the public and private sectors. Responsibilities have included project scheduling, quality assurance, technical oversight, regulatory compliance, deliverables, budgeting & client management. Mr. Long also has extensive experience developing risk management plans, conducting Phase I and Phase II Environmental Site Assessments, and providing technical expertise relating to litigation support and environmental forensic site investigations to establish liability in cases where multiple petroleum discharges are suspected.
Mr. Long has served as Project Manager responsible for the successful completion of numerous remedial investigations for sites where soil and groundwater have been adversely impacted by solvents, metals, and pesticides. Investigation activities included the installation of monitoring wells and soil borings, collection of sediment, surface water and groundwater samples, as well as aquifer testing. Mr. Long is a Certified Professional Geologist in the State of Florida (Certificate No. 1682) and Pennsylvania (Certificate No. 3054). Mr. Long earned his B.A. in Geology at Boston University in 1987.
James MacDonald - Senior Environmental Assessor
Mr. MacDonald is a graduate of Miami Dade Community College and is a Senior Project Environmental Assessor who has over 20 years of experience in the environmental field. He has performed numerous Phase I and Phase II Environmental Site Assessments of industrial, commercial and vacant properties throughout the United States. He previously managed a Phase I/II ESA & NEPA project of over 300 communications tower sites throughout the United States. Clients included GTE Mobilnet, Cellular One, American Tower Corp and Verizon Communications. He successfully verified potential environmental liabilities on or nearby the proposed locations and assisted in the design of remediation or establishment of methodology enabling safe construction of facilities when necessary. Mr. MacDonald conducted numerous Phase I ESA's throughout the southeast United States, at properties acquired by the Resolution Trust following the demise of the Savings and Loan industry in the early 1990's. Facilities included automobile dealerships, manufacturing facilities and multi-family residential property.
Mr. MacDonald has extensive experience conducting Contamination Assessment activities at petroleum contaminated sites, dry cleaners and historical landfills. These activities have included supervision of monitor well installations, soil and groundwater sample collection and aquifer analysis, soil and water quality data evaluation, and preparation of Contamination Assessment reports, Monitoring Plans and implementation of Initial Remedial Activities and Storage Tank Closure Assessments. Mr. MacDonald earned his A.A. in Business Administration at Miami Dade Community College in 1968. Prior to entering the environmental industry, he was a construction manager for a large Florida development company.
Patrick Hunter - Project Geologist
Mr. Hunter is a graduate of the University of South Florida and has over 17 years of experience in the environmental field. He has performed numerous Phase I and Phase II Environmental Site Assessments (ESA’s) of industrial, commercial and vacant properties throughout Florida and has experience with monitor well installations, soil and groundwater sample collection, aquifer analysis, soil and water quality data evaluation, and preparation of reports. Mr. Hunter has prepared Annual Remediation Status Reports and Natural Attenuation Monitoring Reports for submittal under the Florida Department of Environmental Protection (FDEP) Preapproval Petroleum Cleanup Program at a variety of sites throughout Florida and has experience with site assessments conducted for Brownfield sites. Mr. Hunter also has experience working with the National Pollutant Discharge Elimination System (NPDES) Program, Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) Work Plans, and Storm water Pollution Prevention Plans. Mr. Hunter earned his B.A. in Geology at the University of South Florida in 1994.
